The two-step filter chamber has a removable cap that holds the coffee grounds. Once the coffee has dripped through the lid can be placed on the bottom section for serving.

These drip coffee makers were made long before filters were ever invented. They can be used with a filter to remove any sediment if you wish, but they are not required.
The bottom section with the lid may also be used for hot water.
